Lost my master key S60 2005

Friends tell me that I can just buy a replacement on eBay and program it myself. Is that possible? The more reputable sounding eBay dealers say I need to find out by the VIN if it is even factory installed.

Can I just go to a locksmith to have the key part cut?

Am I just better off ordering a new one through my mechanic/dealer? (It's not an actual Volvo dealership. It's called Swedish Auto and they service and sell only used Volvos and Saabs.)
