DRLs and fog lites V70-XC70 2001

On my 2001 XC, the headlights are on full power whether the switch is "off" or "on". I understand that this is how Volvo wants the DRLs to work. I can turn the fog lites on in both these positions as well as the center, parking lites only spot. If I have the DRLs deactivated, (something I understand the dealer can do with a software change)headlights no longer on when the switch is "off", can I turn the fog lites on in all three switch positions? I would probably leave the switch "on" most of the time but occasionally I like to turn the headlights off, and somtines use only the fog lites. Thanks all for your anticipated replies. Tom.
