no power and hesitation at 5000 rpm C70 1999

I hope someone out there has an idea about this problem. Got a 1999 C70 high-pressure turbo with a 5-speed, and the car has great boost to about 4800rpm, then loses all of its pull, it just quits accelerating. It hesitates then will go to redline with some pull. This problem occurs in all gears. We've got both a stock chip, and an aftermarket PES chip and the results are the same. My first suspect is the electronic throttle body, or perhaps an overboost switch that is triggering. If anyone has experienced anything simular, please let me know...or if anyone has ideas on how to go about getting to the root of this problem, also let me know.
