1996 Volvo 850: ECC (Electronic Climate Control) Mystery

We have a 1996 Volvo 850 non-turbo. Recently, the two lights (REC and AC on the Dashboard Temperature Control Module) began flashing for ~20 seconds. The heater blower no longer functions. The problem allegedly was diagnosed as a faulty Temperature Control Module (which has automatic climate control). After acquiring a replacement Temperature Control Module, we installed it and now have the same problem. We would be thankful to hear about any other possible cause of this problem. We have checked and already ruled out:

blown fuses
bad blower motor
