Passenger half of heater / AC doesn't work V70-XC70 2006

The passenger side of the heater/AC system stopped working several months ago. I'm lucky it isn't the driver's side. The fan pumps air out the passenger ducts but it is always at ambient temp. The thermometer setting knob has no effect.

I remember a few times since this outage when the right side worked briefly.

Perhaps unrelated, the fuel gauge intermittently fails at engine startup. When it fails, the needle shows tank empty, and the "miles until tank empty" is indeterminate, and stays that way until the engine is restarted. It fails every 20 or so engine starts.

I'm primarily interested in the central heater issue. But comments are welcome on the fuel tank sensing.

The thing both have in common: The failure seems to be "decided" at engine startup whether it's going to work or not. Restarting is the only chance to restore functionality. For the heater, this barely ever works.
