vacuum leaks = crappy gas mileage? 850 1993

Is it possible for a vacuum leak to cause really bad gas mileage?

I already know my cruise probably doesn't work due to a vacuum leak. But I'm all the sudden getting really crappy mileage (like south of 16 mpg in town) after averaging a decent mileage in town (22-23).

I haven't checked the plugs yet, but it's a fresh oil change and tires are properly inflated and I have a new air filter.

I always hear a strong hiss (coming from what I believe is the cruise control pump or whatever it's called, under the battery), but just haven't done anything about it.

Also, what size hose is it?
