How to power accessory port, with ignition off? S70 1998

By design, the ports are unpowered with ignition off.

I suppose I could run wires from the battery terminals, with an inline fuse holder. But is there an easier way, by modifying the existing wiring?

Also, I would like to know the devices that fuses 37 through 40 are associated with. These are larger, silver-colored, rectangular box-type fuses. The panel identifies only fuses 1 through 36, and says see Owner Manual (which I cannot find) for 37 through 40.
