Diesel starting problem ALL 1984

okay guys-

1984 Diesel Stationwagon. Won't start. The start turns the crankshaft just fine, but it just keeps cranking and cranking and the engine never kicks over. Exhaust is coming out of the tailpipe as the starter cranks, leading me to believe that the engine is getting fuel and the problem probably doesn't reside in the fuel system. The glow plugs _seem_ to be working, according to the light on the dash, but this is where I think the problem is. Anyone have any ideas? and if it is the glow plugs, how does one go about installing new ones?
