Turbo stopped working, what could it be? 850 1994

The turbo guage has stopped working completely. But occasionally we can still hear and feel the turbo response. Other times the car has much less power.

Does anyone know if the wastegate is computer controlled, vacuum or what? I have no experience with turbos and would appreciate any advice.
