What is vacuum valve hanging from fan shroud? 850 96

Hi,

My 96 850 wagon wouldn't start. Starter turned. Seemed like no fuel coming.

For grins, I checked all vacuum lines coming from throttle-body for leaks, etc.

I reseated vacuum lines to what looked like a valve module, hanging in the very center ofthe fan shroud.

I heard a "clunk" when I removed a line from this module, like a spring resetting.

Tried to start again, and it worked fine.

Like this valve was "hung" and preventing fuel flow.

[Q] What is this valve in front, and is it common to stick resulting in loos of fuel flow?
