Shop says can't bore journals in top head to align camshaft

Hi

wonder if can get some thoughts. Recently had head in shop, all valves and lifters pulled out to straighten head. It got straight and true but part of the journal where cam shaft sits is a little out. There was a lot of heat generated in the area where shaft runs through. One part of journal is a 1/4 mm expanded so makes the shaft sit tight instead of free spinning. Shop says they need to run a bore through (where shaft sits) but because a full cover goes on over the cams and is bolted down, rather than just journal covers, they can't do it. They can't see where the bore is exactly and can't check clearances between lobe and journal. Seems to be a Volvo thing and a design of our engine - B5254T
Does anyone have experience with this?
If we bow the head we throw the alloy away and get a replacement top engine?
