Checked fuses? Relays? Switches? Checked the power at the motors?

Dipped and main or only dipped? Headlight check relay (round big black box) sometimes dies in these cars.

Could be signs of age like worn brushes. Oxidized connectors? Can you still spin it by hand or is it simply stuck?

Doubt it.. Headlights ground around the engine area and rear windows ground onto the door frame. Blower motor is probably tied directly into wiring loom.

The Hayes manual on the 400-series actually isn't too bad. Grab it if you want to really fix this.
