Hood release V70-XC70 2005

Hi guys. My hood release on my 2005 V70 T5 is jammed or frozen since it has been -15 C here all week. I opened the hood to fill the washer fluid bottle and now I cannot close it. The mechanisms on both sides seem to move with a screw driver and are lubricated but the hood won't latch. Is the hood release a cable that needs freeing up? or is it an electrical switch? any advice would be appreciated. Thanks.
