Brake Shift Interlock S40-V40

Hello fellow brickers,
I have been looking at a S40 for a friend of my wife. The brake shift interlock will not disengage regularly. She claims that it works sometimes, however, it is worse when cold. I check the obvious items, brake switch, fuses, etc.

Currently the screwdriver is the most reliable way to get the car out of park. I did check for the click of the solenoid and did not hear it. I think it is likely this solenoid is there an easy way to verify?
