1998 S70 Alarm won't stop going off & locks, windows disabled -- diagnosis? S70

A friend of mine reports a peculiar combination of issues on her 1998 S70:
1 -- The car was running fine -- locks and windows working.
2 -- She parks the car, locks it.
3 -- She returns to the car unlocks it -- alarm goes off
4 -- Alarm won't stop going off and the locks and windows are disabled
5 -- She takes the car to a Volvo specialist (?) and (after much ado in which they too have trouble turning off the alarm) they diagnose a faulty alarm control unit -- and an estimate of $700 to fix.

Questions:
1 -- I found this on ebay for $60 -- will it fix this set of issues?

2 -- How difficult is it to replace the faulty board with a working one? I have some experience on RWD but none on more recent models.

Thanks,

Rob
