Rear Bumper 850 1995

I was rear ended in my '95 855 and the guy at fault's car hit my bumper and dented the tailgate. It was quite a jarring impact and I had some minor medical problems as a result. But the claims adjuster says the offer (a very low offer to me) was based on an evaluation of the claim which took into consideration the minor damage to the vehicles involved. I think my bumper took most of the force but doesn't look too bad for it.

My question is could my bumper have been hit pretty hard yet not show a proportionate amount of damage? Are there shock absorbers involved?
