Michelin Pilots or Yokohama YK580. I lived in the Seattle area with lots of rain, little snow at sea level but tons of it an hour away requiring chains or other traction devices. The Yokohamas were reasonable in price and got good mileage. I've owned them on about 6 or 7 Volvos including an xc where I did live at the bottom of a steep street. I got them at Discount Tire or America's Tire depending on where you live.
