This is not easy to do, I can only visualize on this end. Take it to a reputable body shop and have them examine your car and give you an estimate. You will need a new tailgate (junk yards are the best/cheapest source and you can usually find the same color so paint is not a problem). Also, finding a junk yard with a very nice bumper cover in the correct color should not be a problem.

Remember, this is an 'old' car and insurance companies will tend to write it off if the estimate gets too high and you wind up with a 'salvage' label on the title.

The big concern is the latch position in the bumper. If it has moved forward even a little bit, then having a tight seal will be a problem forever.
