Reset timing at crank - but crank locked

Recently I have been having great trouble with my timing.
I recently found that timing is out 180 degrees. It possibly happened because I have been having trouble with my pulley bolt and have had to reset timing, perhaps last time the tension wasn't enough leading to slipping.
When I rotate the crank it gets locked within about 180 degrees. When I lock in the timing where it lets me, there is a crank mark and pulley marks that align for timing (how convenient), but alas the camshafts and crank are out 180 degrees.
It's like there is a valve or something in the way. Maybe I could go ahead and turn the camshafts 180 degrees instead of the crank?
