2001 S40 very low gas mileage <MPG S40-V40 2001

I just bought a 2001 S-40 about two weeks ago. It has ~180,000 miles on it, but the seller says the engine was replaced and this engine only has ~90,000. I did the math on a tank of gas and am only getting 14.5 miles per gallon. The computer in the car also says average MPG is 14.5. I am driving mostly city miles but had some trips on the freeway too. The only other details I can add is that the car feels a lot smoother at higher speeds. It seems to "stumble" or "not engage" in the first couple gears (0-30mph).

Any advice as to why I am getting such bad gas mileage would much appreciated. Thanks so much
