flywheel and thorttle body from SPG9 850 T-5

I spoke tot hem since theyhave a better price than EA for throttle body and he told me if I wanted to improve wheel HP and better gas to do the flywheel also he said he would balance it and make it like 15 lbs lighter I wanted to opinions if this would really work and if its worht it
