You obviously don't have any really young kids :)

The tether is an additional strap at the top center of the child seat that is designed to attach to a point behind the seat to hold the top of the seat stationary in a collision. I've seen footage of tests with and without the tether -- w/out a tether, the whole car seat pivots forward up to ~16" (IIRC), increasing the potential for injury as compared to a tethered seat.

I've got one installed in my V70 - the mounting points for the bracket are built into the seatbacks and covered by a black plastic screw cap the size of a silver dollar. FWIW, my dealer was knowledgable about these, and had it installed in no time for me.

I concur with the "check the manual" advice. It took some looking, but I finally found very good instructions on this in mine.
