Wiper arm S40-V40 2000

Wiper blade on passenger side does not wipe anything cause it doesn't make contact with windshield. I was told I need to replace wiper arm since there is not enough tension on it to force the blade into shield. Is this correct or there is an easier/less expensive way to fix problem? Tks
