Speedo rollback question, how did they do it? S40-V40 2001

We have been looking for a replacement V40 for our aging 2000 model. I found a nice looking 2001 with only 122K showing on the odometer. CarFax indicates the car has 188K. So, if the CarFax is correct, how did they roll back the odometer? There are some odd things about the car in addition to the odometer, missing the headliner and fabric on the doors, recently repainted....so I am suspicious and not likely to buy, but I wondered how could they roll back the odometer? I thought it was nearly impossible nowadays.
