Lug bolts too big??? S60 2005

In one of the more bizarre occurrences in my 40+ years of working on cars, on my new to me 05 S60, when I went to pull the wheels to change the hubs I found that the lug bolts were too big. And when I say too big I mean I have no idea how they were even installed. Through the use of a digital gauge I estimate them to be a bit under 25mm, flat to flat. None of my sockets will fit the socket, let alone slip between the bolt and the wheel. This car came to me through a dealer so I can't even talk to the shop that installed them, let alone find out why these bolts were installed in lieu of the stock size. As I said, biz-arre...

Wondering whether anyone has ever encountered this before and if so, what you had to do to get them removed. I'm anticipating having to buy a 25mm socket and have a machinist trim the outside of it so I can slip it into the space, then swap these monsters out with the stock bolts.

As always, any and all help greatly appreciated.
