New 2 me 96 855 wagon - ribbon behind steering wheel

Replaced my ignition switch this morning to correct all the dash lights shift interlock issues previously discussed aND all were corrected. However I had trouble putting on the lower steering column cover. I looked underneath to see what the problem was and noticed a clear plastic piece which houses a ribbon that goes around the steering shaft. The plastic piece has an electrical connector on the end. The plastic mounting was broken and the piece was dangling a little. May have already been broken or could have done it during the reassemble. What is it and is it OK to dangle a ittle. To replace would mean pulling the steering wheel.
