Master cylinder, I forgot one thing. 850 1994

It's MUCH MUCH cheaper to replace the master than the ABS modulator. If you want to go out on a limb, give that a shot first. The soft pedal is indicative of a leak or pressure loss somewhere, and that COULD be a master.

But they must have had a reason for diagnosing a bad modulator. Although I've never seen one go bad. They're very durable unless the fluid is crappy. If it is, it can kill them.
