Code P2111 Throttle actuator stuck open V70-XC70

I just got this code along with a few other codes.
It calls for : "Throttle Actuator control/ stuck open."
"Body Service"
Also got P0638: "Actuator control range."
How can you tell when a throttle body is shot ( and need a new Unit) versus a good cleaning or replace some parts (if you can?)
