Vacuum is only used in the engine compartment. The climate control is all electric.

The only way to check the flaps is to remove the kick panels under the dash. If none of them move, it is probably a fault in the climate control module(CCM). The problem with the CCM is money, they are expensive to replace or refurbish, and you do not want to do that unless you have a diagnostic computer that can interrogate the CCM and look for faults.

You could call xemodex.com and ask their experts about the CCM. A repaired unit is about $350.
