2003 V70 A/C control valve? V70-XC70

A/C on 2003 V70 2.4t has died out. Checked the Freon and its good. When you turn it on, the compressor kicks on then off repeatedly within 5-7 seconds..

Taking a closer look at the system, I can't locate a filter/drier like traditional older A/C systems. I guess the car has a control valve of some sort that may be bad?? I don't really know... If so, where is it and how do I change it? Will it require the gas to be drained and refilled or is it plug and play?
