Ebrake problem

My 2004 V70 failed inspection because emergency brake wont hold the car.
New shoes didn't help.
Cable adjuster at hand lever was fully adjusted, it actually snapped at the threaded adjuster.

So I got a new short front cable plus the 2 rear cable sections.
We installed the cables today with new brake shoe springs, all looks ok.

But still hardly any hand brake response, tried adjusting until hand brake was quite tight. Nothing doing.

Brakes pulse hard, I think the disks are warped, would that affect the handbrakes?
There ain't much else left to change, I'll try new disks in the morning.
Am I missing anything not obvious?
