Looking at '99 NA V70 for friend V70-XC70 1999

I'm planning to look at a 1999 NA V70 for a friend this weekend - it's a car that I found on the local Craigslist.

This V70 is a sparsely equipped, basic car that has the Cold Weather Package and leather seats - but it does not have a moonroof, alloy wheels, or a roof rack. It has those cheap-looking gray plastic wheel covers, two of which look like Volvo OEM items but are really generic-looking parts.

Seller of the car is the second owner, who has had it since the fall of 2004, when he bought it with 51k miles. Car now has 185k on it. It has an extensive service history from new, starting with the dealership where it was sold. Since 2010 it has been serviced by a very good independent Volvo shop in the DC area. Car seems to be well-maintained, according to the seller's description. They're asking $1,400 or best offer.

What I would like to do is offer $900. Do you think it's worth that price? This V70 has also been a Virginia car its whole life so it has not been exposed to salt much.
