Cleared OBD11 Codes and Unable to start S80 1999

I did swap battery with a new battery and still have issue. Because it was a former emergency vehicle it has a motorola radio unit, additional fuse panel, and emergency lights still in vehicle. Power was disconnect from positive terminal to motorola unit in trunk. May have an open circuit as result. What you say seems most logical. I want to disconnect this auxillery gear but I may need more help than I realize. I will let you know.
