Key fob programing 850 1996

Found a used key fob for my daughters 96 Turbo Wagon and have not had any success programing. I've read several posts about turning the key off and on five times then leaving it on the fifth time and the security led should flash. Mine never flashes. The only time it flashes is when you lock the car with the key. Is there another procedure ? The key fob I have has the two buttons side by side which seems to be right according to the dealer.
Haven't informed the receiver fcc code yet.
