2007 heater fan and resistor/control module XC90 2007

Am trying to help out my son long distance on this one. Appears that his 2007 XC-90 heater fan runs slowly and at a constant speed. Changing the fan knob position doesn't seem to do anything. Are we safe in assuming that the heater resistor/control module is the culprit and should be replaced?
In that regard, saw a YouTube video about removing the blower fan on a 2002 XC-90. Didn't seem like a difficult job but it called for breaking off one of the four fan housing lugs rather than what purportedly was a need to remove the dash if you didn't want to break off the lug. I am not a fan of breaking off the lug, and have not opened up the unit yet but is it really impossible to get to the lug and it's fastener with out removing the dash or just hard?
Any comments, advice and guidance on this one is appreciated. Thanks
