Weird Electrical Issue V70-XC70 2002

All at once the following occurred:
Dash Lights are out
Radio back light
Gear shift light
Lights come on but light switch either on or off has no effect
Fuel door doesn't look (don't know if this just happened)

30 seconds after starting dash lights come in, but dimmer has no effect.

Is there a common relay perhaps that is defective?
