camshaft position sensor voltage supply V70-XC70 2004

I have a 2004 turbo charged XC70 that won't start. The scanner said crankshaft and camshaft position sensors. The manual said to check that the cmp is getting battery voltage on the end wire. I don't get battery voltage, I've checked a half a dozen times and variously get about 5 volts or no volts. This is with the key on and sensor disconnected, as measured by touching the wiring harness connector pin with the volt meter lead; and negative side of volt meter grounded. I get continuity from the connector pin to the corresponding computer pin. Any ideas as to why I'm not getting battery voltage where I should? thanks for any help and ideas. Jim
