Klaus: Thanks for responding. I tried changing the relay to a new one and the washer still does not work. I will try to figure out if the wiring is somehow not making contact somewhere. I will try checking out the steering column switch and check out the contacts again. If there's any benefit to all this, I've learned to remove the entire front valence / bumper cover from the car quite easily.
