Code P2111/ Throttle Actuator Control Stuck Open S60 2007

I have a 2007 S60 with P2111 throttle code that keeps popping.

If I reset the code it runs good/ great, and at some point like going over a

bump, turning the car off the engine start running very rough and get the dreaded

message of reduce engine performance.

From what I found so far the most common items are to

1. Clean the ETM and hope for the best
2. Buy a new ETM
3. Chris Mullet posted that he had to remove the computer from the car and to reset it. Apparently the problem went away doing this.

To remove the ECM you apparently need a special tool which I do not have.

Not sure where to begin, any advice helpful.
