Refueling is difficult V70-XC70 2013

#13 is the vent hose in use while filling the tank. With the cap off the filler line, fumes will be allowed to escape to the atmosphere. Of course, you are in California where they have the modified nozzles that cover the venting. Try pulling the rubber back to expose the filler nozzle and see if that helps.

No fumes should be headed toward the charcoal canister during refueling as the system is not under pressure.
