No Fuel Pressure At the Injector Rack V70-XC70 2004

Have you checked the recall list? The PEM is on the right side of the car near the rear wheel and next to the tank. Moisture can disable the PEM. There is a 'kit' to move the PEM to the inside of the trunk.

As for hearing the pump, there is no relay 'click' as the relay is in the PEM. I suggest folding the rear seat down and then switching the ignition to position II and listen for the pump.

The pump can be accessed after removing the passenger side backrest, then peeling away the soundproofing material.
