Do you know the correct cold idle speed? If it is 1750 rpm there might not be anything you can do about it. If the idle is supposed to be lower maybe something is off.

Just shooting from the hip here... The older Volvo 4 cylinder b230f engines with high mileage sometimes had issues with their idle control valve getting gunked up and idling high. I wonder if the 2003’s still have one?
