Cutout for OEM Hitch Too Small? XC90

I just had an OEM hitch added to my 2019 XC90. The intent was to attach a bike rack. The rack I bought has a bolt that installs from the right, screws in to the rack, and has a lock that attaches to the other side (the key sticks out parallel to the bolt).

The problem is that the cutout in the bumper only allows for 1/4-1/2" between the left edge of the hitch and the bumper. I can't get the lock part in.

I thought it might be the rack, then I looked at the manuals for other hitch mount bike racks. In most cases it look like other racks would encounter the same problem, as would a variety of similar accessories.

Am I doing something wrong?
