My V70 wont go past 40 mph V70-XC70 2002

Hi BB team. My 2002 V70 turbo wagon (175K miles) has recently shown some performance issues. Occasionally, the car will not go faster than 40 mph, despite pushing the gas pedal to the floor. Almost like there is a speed throttle. After turning the engine off, the car will run normally. When the car has this problem, the engine does not run rough, and seems to shift gears OK - it just won't go faster than about 40 mph. No other symptoms, no CEL.

Any ideas?
