2002 Volvo V70 Windshield Washer Pumps Not Working V70-XC70 2002

Hello BB Team:

My son's 2002 Volvo V70 wagon's windshield washer pumps (both front and back) stopped working. Fuses are OK, and voltages at the pumps harness connectors jumps to ~ +6V when actuating the windshield washers. But neither pump seems to run. I ordered a brand new pump, and it won't run either when connected to either pump harness connector.

'Any thoughts? Should I be seeing more than +6V at the pump harness connectors?
