Rear spring seat replacement V70-XC70 1999

My son's V70 1999 need to replace a rear spring seat due to corrosion.

What is the best method to carry this work ?

The actual seat seem welded to the car frame.

If no new part is available from Volvo or re-sellers, could a piece of frame be cut along with the seat using a battery gigsaw at the scrap yard ?
