Purge valve portt S70 2000

Hard starting after fueling. If I slowly depress accelerator, car starts somewhere near bottom, and runs rough. I lightly pump the accelerator to keep from stalling for about 10 seconds and car runs fine, and no issue with starting until I refuel. Purge valve has two. Larger hoses, but there is a smaller hose nipple that does not have a hose. Is there supposed to be a hose on this nipple and if so, where does it go to?
