I can't help too much on the fuse #24 stuff, but I would certainly deal with the battery/charging issue before pursuing the rest of the troubleshooting. These P2 cars are super sensitive to voltage issues, with weird symptoms that can leave you chasing your tail.

I'd start with having the battery load tested, then check out the charging system and then take things from there. It occurs to me that Xemodex.com has some straightforward diagnostics for CEM function involving resistance measurements on their website.

I think the 2004's had issues with water leakage onto the CEMs. Matthew's Volvo site has some pretty sharp diagnostics guys. Might be worth posting there too!
