OBDII scan tool and changing message language V70-XC70

I just found a 2007 V70 that looks like it hasn't been winter driven.
A unicorn in Ottawa, Canada road salt capital of the world or close.

I'd like to change the messaging language on the dash display without going to the dealer.

my other v70 2004 has a ABS light, my current diagnosis scanners don't read ABS codes.

I have a VIDA/DICE system but it looks like some kind of system failure and I'm a commuter idiot.

So, any decent quality scanners out there that will change the language and read ABS codes?
