Fogs 850 1995

I got the volvo switch for the fog lamps to today. I plugged it in, turned the car on, flipped the switch, and of course nothing happened. The fogs don't work. I installed the j relay in the right position already. I checked to see if the fogs lights worked, I tested them on my 1997 850 that already has fogs and they worked. Could someone please tell me how to get them to turn on.
